She identified that many agencies working with vulnerable children and young people required specialist support in improving services and addressing difficult and complex safeguarding or public protection challenges. 

Maggie had oversight of all youth justice policy and practice across England and Wales at the end of the 1990s and was instrumental in embedding integrated partnership working across statutory agencies within criminal justice, health, education and social care. 

She has published widely on children at risk her most recent publication being ‘Moving on from Munro: Improving Children’s Services’ published April 2014.
